The Craven County ABC Board holds its monthly Board Meeting at 5:30pm in the Administrative Building Board Room at 500 North D Street in Bridgeton, NC every third Tuesday of the month.

CRAVEN COUNTY ALCOHOLIC BEVERAGE CONTROL BOARD MEMBERS MONTHLY MEETING MINUTES

November 19, 2024, @ 5:30 pm – 500 North D Street, Bridgeton, North Carolina 28519

Board Members Present: Ken Morris-Chairman, Dred Mitchell-Vice Chair, Denny Bucher, Guy Gregg, Ed Heins

 Staff Present: Paul Brown-GM, Brooke Saylor-AGM, Meloni Wray-FO

 Other Attendees Present:    CPL. Sawyer, CCSD (ABC Law Enforcement), Brian Gatchell-Board Attorney

BUSINESS DISCUSSED AND ACTON TAKEN:

 Chairman Morris called the meeting to order, there being a quorum of the CCABC Board in attendance, followed by a prayer by Mr. Gatchell, Chairman Morris led attendees in the Pledge of Allegiance.

Read by Chairman Morris: In accordance with GS 18B-201, it is the duty of every Board member to avoid both conflicts of interest and appearances of conflicts. Does any member have any known conflicts of interest or appearance of conflict with respect to any matters coming before the Board today?  None reported.

Chairman Morris asked the Board to approve the October Meeting minutes, Vice Chair Mitchell made a motion and Mr. Greg seconded, motion was approved.

ABC LAW ENFORCEMENT ACTIVITIES REPORT: 

Briefing of October 2024 ABC Law Enforcement report presented by CPL Sawyer. ABC Law Enforcement conducted inspections at 14 locations, 10 were cited for ABC violations. Eight misdemeanor law violations were named and acted upon. Two CCABC FLOCK camera locations assisted Law Enforcement with three arrests. ABC Law Enforcement assisted other agencies with three other matters.

MONTHLY SALES REPORT:

The October sales report presented showed an increase of 2.45% from last year’s October monthly sales. Chairman Morris inquired about Store#7 salesfloor light bars not functioning. GM stated that after conferring with Farrior & Sons (facility builder) it was suggested that another electrical service be used. AGM Saylor contacted R Brown Electrical to repair the lighting; they are currently working on repair.  

LBD Delivery Program discussed: October 2024: 252 Orders, $251,989 for a -.037% % decrease over last year. GM Brown noted that LBD orders are higher than October 2023, orders are smaller and lower priced products are being purchased.

OLD BUSINESS:

The three ATM Machines (Bridgeton, Glenburnie, Havelock net $27 in revenue in October for the Board. Since installation of the machines the Board has netted $109 in revenue. Increased traffic during the upcoming holidays should increase ATM activity.

NEW BUSINESS:

Municipalities 2023-2024 distribution check for NBBOA was completed Tuesday, Nov 4th– Havelock scheduled for BOC Meeting Monday, Nov 25 and Craven County BOC scheduled for Monday, Dec 2. Board Members were invited to attend.

Barrel Purchases update:

Board Barrel Select Knob Creek: A New Voyage was launched Friday, Nov.15 and sold 80 bottles in three days, 10 bottles remain.

Chairman Morris asked if any LBD customers purchased the Knob Creek; five bottles have been sold. Two other Board Barrel selections are scheduled to launch the week of Thanksgiving and another on December 5th. Since April 2024 the Board’s Barrel Purchase Program has netted $34,385 in profit.

The rear building façade of the Downtown location, Store#1 has been cleaned, primed, and painted. The Vanceboro Store#2 location had the marquee sign replaced; lettering had faded. A newer fade resistant material was used in the replacement.

Since the previous Board meeting the In-Store Tasting Program, with six stores participating, resulted in $7286 in additional revenue. Nineteen tastings were scheduled with twelve vendors and NC distilleries represented their products.

BOARD DISCUSSION: Chairman Morris asked about the expiration of James City Store lease, two years remaining. Discussion of James City store being relocated to possible NCDOT available properties; availability is two years out per DOT. Possible enlargement or relocation of Glenburnie Store discussed. Chairman Morris open to consider in future for CCABC.  

There being no further business before the Board, Chairman Morris asked for a motion to adjourn. Vice Chairman Mitchell made a motion, Mr. Gregg seconded, motion carried; the November Board meeting adjourned at 6:30pm.

ABC LAW ENFORCEMENT ACTIVITIES REPORT: 

Briefing of September ABC Law Enforcement report presented by GM Brown. ABC Law Enforcement conducted inspections at seven locations, issuing warnings and written violations. Six business parking lots were observed, eight violations were reported.

CCSD CPL. Sawyer reported on October 7th that a license plate scan from the Vanceboro Flock camera alerted him to a reported vehicle stolen from Winterville. CPL. Sawyer relayed information to CCSD who stopped the vehicle 10 minutes later, the person was taken into custody.  On October 12th Vanceboro Flock camera picked up a vehicle’s tag that tied it to a reported stolen license plate from Craven County Department of Social Services, in their parking lot! Person defacing Havelock Store door signage was located and given a citation and ordered to pay for replacement.

MONTHLY SALES REPORT:

The September sales report presented showed a decrease of 9.96% from last year’s September monthly sales. State Boards on a whole were down 10.75% from September 2023. Vice Chair Mitchell asked cause for decline. GM Brown explained the month had less major selling days (Fri &Sat) than previous year, LBD Customer, La Patron in Havelock, suffered a kitchen fire that equated to 10K in lost revenue. All LBD customers are selling less spirits in their establishments and Store customers are purchasing cheaper product than in the past. Note: elections tend to make customers more cautious about spending money.

LBD Delivery Program discussed: September 2024: 192 Orders, $191,686 for a 15.11% decrease over last year.

OLD BUSINESS:

NEW BUSINESS:

Maker’s Mark Private Selection purchased by Poppy’s Bites & Barrels released in Stores Oct. 12. Sixty bottles have been sold since October 15th. The Board’s Knob Creek Barrel Select is due in early November. Board’s Angel’s Envy Single Barrel Selection due end of October 2024. Member Gregg asked who sets the bottle pricing on Barrel purchases. It was explained that the NCABC Commission sets the price.

In-Store tastings report was presented to the Board. Five stores conducted 23 tastings that netted $10,748 in additional revenue.

Member Gregg asked if Stores presented any displays/promotions focusing on the Military. AGM Saylor explained that Veteran owned BHAWK conducted two tastings and vet owned Weldon Mills also conducted an in-store tasting.

Chairman Morris asked the Board to approve the September Meeting minutes, Member Gregg made a motion and Vicechair Mitchell                 seconded, motion was approved.
